Democracy, the great falling out of love

"The oldest democracy in the world" is how the Swiss political system, established in the 19th century, is sometimes described. An organization - envied elsewhere in Europe and the world - which favors the election, the initiative and the referendum over any other form of citizen expression. But is this really so? Can democracy be circumscribed to the electoral system alone?
